First go to your Settings
then tap Wireless and networks
then tap Mobile networks
and last, check/unchecked Use packet data to enable/disable it.

It keeps coming back on again after I turned it off. I wonder if something else is enabling it whenever I turn it off. Anyone knows how to turn it off ?

ReplyDeleteMaybe you're accidentally enabling it using the short-key at the right side (upper) button. That button is also use to easily sleep and/or turn off you phone.
